Breaking down the ballot: Proposed constitutional amendments for Georgia voters

AUGUSTA, Ga. - While John McCain and Barack Obama have been campaigning for your vote, there are some other choices on the ballot you might not know about.

In Georgia, for example, voters have to decide on three proposed constitutional amendments.

The wording on those questions can be a bit intimidating for some.

"The one about the forestry I didn't understand," said Richard Pryor, voter.

"We have to realize those questions are written by attorneys. They are written in a very formal format," said Lynn Bailey, the executive director of Richmond County Board of Elections.

That could explain why some of the questions on the ballot could be hard to grasp.

Question one asks, "Shall the Constitution of Georgia be amended so as to provide that the General Assembly by general law shall encourage the preservation, conservation and protection of the state's forests through the special assessment and taxation of certain forest lands and assistance grants to local government?"

Here's what it means.

The amendment would give large property owners tax breaks if they agree to use their acreage for conservation purposes.

The second amendment question: “Shall the Constitution of Georgia be amended so as to authorize community redevelopment and authorize counties, municipalities, and local boards of education to use tax funds for redevelopment purposes and programs?”

In a nut shell, it asks voters if they want to allow a portion of their school property taxes to be used for financing redevelopment projects throughout the state.

The third and final amendment question: “Shall the Constitution of Georgia be amended so as to authorize the General Assembly to provide by general law for the creation and comprehensive regulation of infrastructure development districts for the provision of infrastructure as authorized by local governments?”

If approved, it would set up special districts.

Those districts would be allowed to fund improvements on such things as roads, bridges, schools and parks in underdeveloped rural areas.

These referendum questions are statewide, meaning all Georgia voters will decide on them.

I am poor, yet I own 15 acres of land, through inheritance. It currently contains a small percentage of forest and wetlands, neighboring another larger parcel with forest and wetlands. If I could get a tax break such as this, it would lower the probability of my selling this land to a developer out of necessity, thereby PRESERVING it.

This is a classic revenue redistribution scheme that will siphon money from more urban area to poorer rural areas that have lost tax revenue from this tax benefit. This is what they do not tell you, that the rest of the state reimburses the counties most affected by replacing their lost tax revenue. I will be voting no.

Bobby - ease up on the class warfare bro. This isn't about rich vs poor tax breaks. You've been watching too much of the liberal news media. The reason large tracts of land are more valuable to conserve than your "1.3 acre home lot" should be obvious to anyone. I'm surprised I have to explain this to you. It's a tax break to anyone (rich or poor) using large tracts of their land for conservation. That's it. And thanks Ashley for your article, it was very helpful.

I know of no poor Georgian who owns a large tract of forest. Fact is, this is a tax break for rich land owners and not a conservation scheme as suggested. If the amendment has as its purpose promoting forestation, why would trees on large tracts of land be more deserving of a tax break than trees on small tracts of land such as my 1.3 acre home lot. Sounds fishy to me, and I will vote NO on this ammendment.

In response to MChi's response...I'm not sure if you meant the summary in my story,the one that is on the ballot or the Georgia Secretary of State website. If you're talking about my summary, I tried to break it down as well as I could given the short amount of time I had. That's why I added the link to the Ga. Secretary of State website so that the viewers can get more information. I appreciate your comment and all others. I think the more information we all can share, the better. :)

The forestry amendment doesn't only give tax breaks, it places emphasis on preserving land by having landowners enter into a covenant with the state. If the landowner breaches this covenant then they would pay penalties (in the form of back taxes and other ones as relevant). The focus of this amendment is CONSERVATION not tax breaks as the summary would have you believe.
