Richmond County commissioner questions rights of mentally challenged

One Richmond County Commissioner is asking, should the mentally challenged be allowed to live on their own.

The topic was brought up after the president of Highland Park Neighborhood Association complained about two mentally-challenged people renting a home in their neighborhood.

Commissioner Corey Johnson says the neighborhood should be informed before mentally-challenged people are moving in.

"I find it disturbing if you have two people who are mentally retarded living together. It's like having two blind people living together. How is one going to show the other how to maneuver?" said Commissioner Corey Johnson, District 2.

It's a statement that sent shock waves during Tuesday's commission meeting. Johnson suggested another idea.

"It still should be some rules and regulation to mentally retarded people living in a home together," said Johnson.

District 3 Commissioner Joe Bowles was quick to react.

"Being someone who moved into a home that two mentally retarded people lived in, it does nothing to the property value of your home and does nothing to your neighborhood. They are loving people and should be treated as such," said Bowles.

The heated debate sparked when the president of the Highland Park Neighborhood Association went before the commission complaining about an unlicensed behavioral group home operating in the neighborhood.

But that's not exactly the case. The homeowner tells NBC Augusta he's renting his home out to two mentally-challenged people.

“They are just a little slow. They don't walk the streets or play loud music. I don't understand what the problem is," said Isaac Miller, homeowner.

So what is the big deal? We took that question to Commissioner Johnson.

"These people don't have the mental capacity to operate in an every day environment. There could be some problems. It's been known that they wander off. We don’t know what the situation could come about. We need to make sure we are doing what we can to hinder that for both parties, for their well being and the people in the community,” said Johnson.

But those who disagree say this is discrimination.

"We are living in the year 2008 and we need to make accommodations for people who are the most discriminated against group, people with disabilities," said Bowles.

"People with disabilities have the right to live where they choose and be supported as they need to be," said Estelle Muherin Duncan, Serenity Behavioral Health Systems.

“Considering Brown verses Brown was 54 years ago. It seems the victims have become the aggressors," said Miller, homeowner.

NBC Augusta has learned the roommates don't live alone entirely. They receive assistance from Serenity Behavioral Health Systems, a group that helps care for the disabled.

Commissioner Johnson also wants to form a committee to take a closer look at the issue.

Johnson still has the opinions of most from the pre-civil rights era which gave equal opportunities across all barriers - including those that may have intellectual disabilities. We don't use the "r" word anymore, just like we don't use the "n" word. I am just thankful that I am not moving to Rich Co and hope that the people there will never vote him into a statewide office.

how sad that we as black people want to discriminate we know how it feel to be black and not wanted. is this area where the rich live?i think that the people in this neighborhood have not forgotten how the wer treated growing up in richmond county. when election time come one must think real good who they vote for. this seem to be a personal with certain people who have forgotten where they came from. how soon we forget a few yrs ago blacks would have not been welcome in that area.

Shame in Commissioner Johnson! Where is the data to back up his allegations? How can such an uneducated man make such important decisions. Perhaps he should actually go out and learn what individuals with disabilities can do. This is exactly the fueling of preconceived ideas that the movie "Tropic Thunder" will add to. Mr. Johnson should know when the ugly head of discrimination rears its ugly head.

He never said they should not live there at all, he said they should not live there alone? Do you leave under aged minors unattended to watch each other? How many of you were at the meeting and heard the context in which Comm. Johnson was speaking? He spoke generally and clearly about his concern for the community and the residents in question. I encourage Commissioner Johnson to take time to see all the things that many people with cognitive disabilities are not only capable of doing but are doing. Many are good workers and neigbors. Some can live alone with very few supports needed from families, friends, and service providers. Many only need asistance with such things as medical information, financial management, transportation, and making appontments. Knowing this, Commissioner Johnson could become a disability advocate.

How can anyone comment on a situtation they know nothing about. Mentally challanged/intellectual disabled people do not all have the same needs. If they will be living alone, with only the amount and kind of care they need, they would not be doing so if they are not able. People with disabilities are people first. Just because someone is deemed to be mental challenged as you are calling it does not mean that they are dangerous. It could mean something as simple as having a low IQ. Having a low IQ doesn't make you a danger, it just means that life is a whole lot more difficult for you. It means that the last thing they need is someone pushing them out of their neighborhood due to their disability. Equal Rights is for all people not just race issues.

Com. Johnson showed his ignorance. I would recommend sensitivity awareness training for the commissioners. His comment regarding two blind individuals living together is particularly offensive. Many totally blind parents successfully raise families. The same is true for many individuals with developmental disabilities. I am a blind Attorney. His comments violate the Fair Housing Act. This is private rental property, not a request for a multi-ocupant group home license. Contact HUD quickly.

And if they do need some assistance it is their responsibility to take care of those needs - not the neighborhood association or county. Individuals with physical and mental challenges have a far greater chance of being physically, mentally, and sexually abused by their "good neighbors" than doing same to their neighbors. Mental retardation is a challenge that some can live with but not overcome. Ignorance and stupid behavior can be changed and or improved. For One: I agree with Dora Hawes. It is attitudes that need to be corrected through education about difference and tollerance. DDA funding supplies mentor weekly, cleaning lady, and we as parents guide daily...most parents do this for all their children. He is "Safe", and he is challanged. Does not drink/drugs/smoke/or have many friends...a better person than"normal" peers!!! He is enjoying life..

They are diligent, hard workers, loving and caring perfectionists and keep cleaner homes then many of us. The needs and corresponding supports of people with cognitive limitations are determined by experts. An appropriate agency that has expertise in the particular area of challenf=ge for the individual is identified. The agnecy then staffs the residence accordingly.
