The young child should get punished as well because he didn't put a gun to her head to make her do anything.In a way both parties is wrong and should be punished on both ends.That's why this kind of stuff is always happening because the youth is not being punished for there actions as well.I believe if he went to her she should've been a child a went to her parents(she must enjoyed it and it wasn't her first)and if she approached him he should've went to her parents and his pastor.
